Draft Clean Fuel Regulations amendments provide positive starting point for Canadian RNG, more work needed to fully realize potential
OTTAWA, ON, Oct. 27, 2026 /CNW/ — The Canadian Biogas Association (CBA) is encouraged by the consideration given to renewable natural gas (RNG) in today’s draft publication of amendments to the Clean Fuel Regulations (CFR) but welcomes the opportunity to support further refinement to the draft measures to provide adequate support to the Canadian RNG sector.
The inclusion of a 1.4x credit multiplier for Canadian-made RNG is a positive signal and demonstrates the federal government’s awareness that action is needed to restore domestic RNG’s ability to compete with subsidized imports in the Canadian market. However, the CBA is concerned by the draft’s proposed changes to the CFR’s 10 per cent cap on gaseous-class credit use. The draft allocates half of the existing cap to credits generated by Canadian production. When combined with the 1.4x multiplier, this proposal reduces the amount of RNG that can participate in the regulation. It also means that less Canadian RNG than imported RNG can participate, which runs counter to the very intent of the amendment.
The CBA looks forward to continuing to work with government to ensure the final amendments better reflect current market realities for Canada’s RNG industry, and that these important changes to the Clean Fuel Regulations succeed in leveling the playing field for our domestic product.
“Strong policy signals such as a credit multiplier will help Canada’s RNG sector compete, and we see RNG’s inclusion in the draft as a significant step in the right direction,” said Sarah Stadnyk, CBA Director of Policy and Communications. “At the same time, we recognize that there is more work to be done ahead of the final amendments, since maintaining the limiting cap on gaseous credit use as proposed will continue to undermine the policy certainty and Canadian opportunity the amendments are intended to provide.”
“As an RNG producer, I understand the immense opportunity for Canada to turn organic waste into a valuable source of renewable energy, and it is great to see that opportunity acknowledged in the draft amendments’ support for RNG,” said Chris Perry, Board Chair for the Canadian Biogas Association and President of GrowTEC. “Realizing Canada’s RNG potential requires a regulatory framework that allows domestic producers to compete and gives investors the confidence to build. We are hopeful that the final amendments will provide the market conditions needed to develop our RNG sector.”
