CIMA+ APPOINTS ARSALAN ZARGAR TO LEAD ITS NEW MAJOR PROGRAM MANAGEMENT OFFICE
A strategic initiative to strengthen CIMA+’s ability to pursue and deliver major infrastructure opportunities, starting with the Alto high-speed rail project
TORONTO, Nov. 3, 2026 /CNW/ — CIMA+, one of Canada’s largest private consulting engineering firms, announces the appointment of Arsalan Zargar as Senior Vice President, Major Programs, to lead its newly established Program Management Office (PMO) for major projects and programs. This initiative reflects CIMA+’s ambition to play a stronger role in Canada’s major infrastructure programs, beginning with the Alto high-speed rail project, and extending to a broader portfolio of major projects expected in the years ahead.
Having joined CIMA+ over a year ago as Senior Vice President, Transportation, Arsalan Zargar will lead the PMO’s strategic initiatives, develop strategic partnerships, leverage the firm’s multidisciplinary expertise and capacity to strengthen its positioning as a partner of choice for major infrastructure programs.
A dedicated team to support major programs
The new PMO will be dedicated to leading and coordinating CIMA+’s participation in major projects and programs. Working across business units, it will support opportunity selection, strategic partnerships, program development and the transition from pursuit to project execution.
“Major infrastructure programs require more than technical expertise. They demand strong commercial leadership, strategic partnerships and the ability to mobilize significant resources in a collaborative way. With this dedicated PMO, we are improving how CIMA+ approaches these opportunities, from the earliest stages through project delivery. Arsalan provides the experience and leadership needed to advance this ambition.” said Yves Roland Mondou, Chief Project Officer at CIMA+.
The creation of this office builds on the strategic work we have already undertaken to enhance CIMA+’s presence in major infrastructure programs, particularly Alto. “We have invested considerable effort in building strategic relationships, strengthening partnerships and mobilizing our expertise. Arsalan’s appointment brings additional senior leadership and structure to these efforts.” said Cian Murphy, Senior Vice President, Major Projects and Programs at CIMA+.
Experienced leadership for complex infrastructure programs
With a strong track record in delivering major infrastructure projects, Arsalan Zargar has valuable experience in navigating commercial procurement processes, managing complex technical environments, coordinating multidisciplinary teams and working with a broad range of stakeholders. His background will be instrumental in guiding the new PMO and in supporting CIMA+’s ambitions for leading major infrastructure programs.
“Major infrastructure projects are where expertise, collaboration and innovation come together. Having had the opportunity to work on complex transportation projects throughout my career, I look forward to taking on this new challenge, rallying our teams and amplifying CIMA+’s role in transformative programs such as Alto and other major infrastructure projects across Canada.” said Arsalan Zargar, Senior Vice President, Major Programs.
Through this appointment and the establishment of its PMO for major projects, CIMA+ reinforces its commitment to major infrastructure projects that will shape Canada’s future.
