Canada modernizes the asylum system to support timely decisions
OTTAWA, ON, Nov. 3, 2026 /CNW/ — The Government of Canada is delivering on its commitment to strengthen and modernize Canada’s asylum system so that it remains fair, orderly and well managed. Over the past year, we’ve introduced measures that are having an impact: asylum claims have declined significantly, easing pressures on the system compared with 2024 and 2025. From January to August 2026, asylum claims fell by 52% compared to the same period in 2025 and by 68% compared to 2024.
Building on this progress, new regulations under the Strengthening Canada’s Immigration System and Borders Act came into force today, November 3, 2026. The changes streamline the asylum process by introducing a single online application process for all claims, whether made inland or at a port of entry. They also set clearer requirements and timelines, helping to reduce unnecessary delays while maintaining access to protection for those who need it.
The new regulations
- introduce a single online application process for all asylum claims
- establish timelines for key government reviews
- specify rules for reinstatement of withdrawn claims and claims that aren’t abandoned
- strengthen support for vulnerable claimants
- support individuals with eligible claims to access work permits
- provide exceptions to the new ineligibility rules
Together, these changes will give asylum claimants clearer information about what they need to do and when, help claims move more efficiently through screening and referral processes, support timely decision making by the independent Immigration and Refugee Board of Canada, and maintain access to protection for those who need it.
Quote
“A strong asylum system allows claims to be processed efficiently and protects people who need it. These changes will give claimants greater certainty so they can move forward with their lives. At the same time, they will help keep Canada’s asylum system fair, well managed and sustainable for the future.”
– The Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship
