PEO revokes Sudbury engineer’s licence following repeated breaches of practice restriction
TORONTO, Sept. 30, 2026 /CNW/ — Professional Engineers Ontario (PEO) has revoked the professional engineering licence of Granville B. Vickerman and the Certificate of Authorization held by his firm V.M.E. Technologies Inc., both based in Sudbury, Ontario. The revocations, effective September 25, 2026, followed repeated breaches of a restriction requiring Vickerman to practise only under the direct supervision of another professional engineer. PEO is the licensing and regulating body for engineering in Ontario.
In November 2023, PEO’s Discipline Committee found Vickerman and V.M.E. Technologies Inc. guilty of professional misconduct. The Committee ordered that both be reprimanded and suspended for 10 days. It also required Vickerman to successfully complete the National Professional Practice Examination (an exam covering ethics, professional practice, engineering law and professional liability) within 14 months. Failure to complete the exam would prohibit Vickerman from practising professional engineering except under the direct supervision of another professional engineer who assumed responsibility for his work by signing and sealing every final drawing, report or other engineering document.
Vickerman did not successfully complete the examination by the required deadline. As a result, the supervision restriction took effect on January 21, 2025 and would remain in place until he successfully completed the examination.
PEO subsequently determined that Vickerman had continued to practise professional engineering without the required supervision, including by preparing, signing and sealing engineering drawings and other documents bearing only his own signature and seal. At least 100 instances were identified in which the restriction was breached. The work included residential, commercial and general-conformance projects in Sudbury, Val Caron, Dowling and Chelmsford.
Based on these breaches, the PEO Registrar issued a Notice of Proposal to Revoke Vickerman’s licence as a professional engineer and V.M.E. Technologies’ Certificate of Authorization. Vickerman did not appeal the Notice of Proposal within the statutory appeal period. Vickerman’s licence and V.M.E. Technologies’ Certificate of Authorization were revoked on September 25, 2026.
As a result, Vickerman is no longer licensed to practise professional engineering in Ontario, and V.M.E. Technologies Inc. is no longer authorized to offer or provide professional engineering services to the public.
“Licence restrictions are imposed to protect the public and must be followed,” said PEO CEO/Registrar Jennifer Quaglietta, P.Eng., MBA, ICD.D. “PEO will take appropriate regulatory action when a licence holder practises outside the restrictions on their licence.”
